This Job description is an overview of your duties and responsibilities of the Instructional Systems Designer. It does not imply that that these are the only duties you will perform in this position. You should expect to take on tasks outside the scope of this role in support of the mission of the DoD Cyber Crime Center, Cyber Training Academy (DC3/CTA).

Position Overview:
The Instructional Systems Designer/Developer will play a critical role in delivering innovative, standards-compliant curriculum for the DC3 CTA. This position supports the full lifecycle of training development, from requirements analysis through evaluation, applying a structured instructional design methodology (e.g., ADDIE) in accordance with DoD standards.The role involves designing instructor-led, hybrid, and eLearning curriculum, ensuring content reflects mission-relevant cyber training needs across classification levels. The designer will collaborate with instructors, subject matter experts, and multimedia developers to deliver rigorous, learner-centered instruction for the cyber workforce.

This position is part of Sigmatech's Technical Solutions Group (TSG)—a collaborative team of educational experts, curriculum designers, multimedia specialists, engineers, software developers, and AI/autonomy professionals. As a member of TSG, the position benefits from and contributes to a broad base of interdisciplinary expertise, leveraging shared innovation, technical support, and integrated development strategies across all company efforts.

Key Responsibilities:

  • Develop and maintain training products including Course Development Documents (CDDs), lesson plans, Course Control Documents (CCDs), assessments, POIs, and instructor/facilitator guides that align with learning objectives and mission needs.
  • Conduct training needs assessments, gap analyses, and curriculum reviews to ensure alignment with evolving cyber mission requirements and Defense Cyber Workforce (DCWF) role-based standards.
  • Apply validated instructional design models to plan and sequence course content using adult learning principles, guided discussion, case-based learning, and scenario-based instruction.
  • Design curriculum for instructor-led, hybrid, and SCORM/xAPI-compliant eLearning modules, supporting delivery via approved DoD LMS platforms (e.g., Blackboard, Canvas, Moodle).
  • Collaborate with SMEs, instructors, and course teams to synthesize technical material into instructionally sound and engaging training products.
  • Validate instructional materials and assessment instruments to ensure consistency, instructional effectiveness, and compliance with 508 accessibility and accreditation standards.
  • Conduct formative and summative evaluations, including pilot testing, post-instruction debriefs, and student feedback analysis, to refine and improve courseware.
  • Participate in curriculum working groups, Utilization and Training Workshops (U&TWs), and stakeholder engagements to ensure stakeholder-aligned curriculum sustainment.
  • Contribute to maintenance and improvement of standardized instructional design processes and templates across the CTA curriculum development environment.

Required Qualifications:

  • Minimum 5 years of experience applying Instructional Systems Design (ISD) or Instructional Systems Development (ISD) principles within a DoD or intelligence community training program.
  • Expertise in the planning, analysis, design, development, implementation, and evaluation of adult learning courseware, including operational and technical subject matter.
  • Demonstrated proficiency in curriculum development for in-residence and online training formats, including testing strategies and performance-based assessment design.
  • Strong understanding of adult learning theory, educational psychology, and course accreditation principles.

Desirable Qualifications:

  • Previous experience designing training for cyber operations, digital forensics, cybersecurity compliance, or related technical domains.
  • Experience supporting classified training programs and working within SCIF or TS/SCI environments.
  • Knowledge of DCWF role/task mapping and DoD 8140.03 policy guidance.
  • Familiarity with agile curriculum development practices and collaborative course development workflows.
  • Experience working with library/learning commons operations or academic resource integration.
  • Professional certifications such as CompTIA CTT+, Certified Professional in Learning and Performance (CPLP), or other industry-recognized credentials.
  • Experience with SCORM/xAPI standards, Section 508 accessibility compliance, and LMS-based delivery in secure environments.

The estimated annual salary for this position is $100,000 - $170,000; however, Sigmatech considers several factors when extending an offer, including but not limited to, experience, education/training, key skills, location and often contractual requirements.
