POSITION SUMMARY:

Under general direction of the Public Works Operations Manager and assigned under the direct supervision of the Solid Waste Foreman and Solid Waste Manager, performs general equipment operation and solid waste collection work.

SUPERVISION EXERCISED:

• None

ESSENTIAL FUNCTIONS:

• Collects and disposes of solid waste or recycling refuse throughout the city.
• Drives and operates a variety of refuse collection equipment including operating a tilt-frame truck, hook truck with 20 to 40 -yard roll-off containers, automated side loader, automated packers, stake bed delivery vehicle, and light, medium, and heavy trucks.
• Responsible for adhering to Federal Motor Carrier Safety Administration (FMCSA) and Department of Transportation (DOT) pre and post trip inspections.
• Conducts daily maintenance of assigned truck including checking fluid levels, hydraulic hoses, tire wear and pressure, and safety devices; completes required daily preventive maintenance and other logs.
• Cleans trucks on assigned schedule or as needed to maintain effective operations; refers equipment to fleet management for needed repairs.
• Collects refuse daily on assigned routes; follows a complicated route map and completes route within specified timeframe.
• Operates in light to heavy traffic through residential areas and on highways; collects from containers while driving or backing between parked vehicles and other obstructions in tight, restricted or congested areas, while following safety protocol.
• Loads, compacts, and transports refuse to designated sanitation dumping facility and dumps collected refuse in accordance with established policy and procedures, while ensuring compliance with all federal, state and local laws and policies regulating safety and load limits are adhered to.
• Assist other solid waste operators with their routes as needed.
• May assist customers with specific needs, such as, box pickups, bringing can to curbside, etc.; may be required to manually empty trash containers in certain areas.
• May provide service for missed pickups from previous workdays.
• Reports damaged or missing containers to appropriate personnel; assists the streets division by reporting damaged roads and missing or damaged traffic signals and signs.
• Performs other related duties as assigned.

MINIMUM QUALIFICATIONS:

Solid Waste Equipment Operator I:

• Education High school diploma or G.E.D.
• Experience One-year general equipment operation and maintenance experience, or other job-related experience.
• Licenses and Certifications Valid Utah Class B Commercial Driver License and current DOT medical card. Must have an incident free motor vehicle report for the last six months.

Solid Waste Equipment Operator II:

• Education High school diploma or G.E.D.
• Experience Two years of relevant experience as a Solid Waste Equipment Operator.
• Licenses and Certifications Valid Utah Class B Commercial Driver License and current DOT medical card. Must have an incident free motor vehicle report for the last 12 months.

Solid Waste Equipment Operator III:

• Education High school diploma or G.E.D.
• Experience Five years of relevant experience as a Solid Waste Equipment Operator.
• Licenses and Certifications Valid Utah Class B Commercial Driver License and current DOT medical card. Must have an incident free motor vehicle report for the last 18 months.

Solid Waste Equipment Operator I:

• Knowledge of
  • Commercial Driver License (CDL) requirements and responsibilities.
  • General safety practices and procedures inherent in refuse collection.
  • Understanding and demonstrating respect, integrity, courtesy and kindness in the performance of duties.
  • Excellent customer service.
• Skilled with
  • Simultaneously operating vehicle with hands and legs while operating equipment using a series of levers, buttons, and pedals in a repetitive and continuous motion.
  • Operating the automated refuse collection truck with side-loading mechanical arm.
  • Organizing assigned work and developing effective work methods.
  • Preparing clear, concise, and accurate and informative reports.
• Ability to

  • Perform work in a timely manner with accuracy.
  • Communicate effectively both verbally and in writing.

Solid Waste Equipment Operator II and III (In addition to the Solid Waste Equipment Operator I, the following are knowledge, skills and abilities for the II and III):

  • Permitted refuse and recycling items.
  • Operational maintenance of refuse collection trucks or other heavy equipment.
• Skilled with
  • Establishing and maintaining effective work relationships with both internal and external customers.
• Ability to
  • Communicate effectively with the public under potentially adverse circumstances and work well with supervisors, co-workers, and employees in other departments.
  • Follow city policies and establish priorities.
  • Handle confrontational situations and make sound decisions with a calm demeanor.
  • Project a professional image when serving the public, responding with a high degree of accuracy and with a high level of courtesy and a strong public service orientation.

WORKING CONDITIONS AND PHYSICAL DEMANDS:

Position requires working outdoors. Tasks require a variety of physical activities. Regularly required to talk, hear, see, walk, sit, stand, reach, use hands/finger to feel, handle, and grip, climb or balance and stoop, bend, kneel, crouch, or crawl. Mental application utilizes memory for details, verbal instructions, emotional stability and discriminating thinking and creative problem solving. May be confined to small spaces to perform work. Regular exposure to wet and/or humid conditions. (Performance of duties may require working in varied weather conditions such as extreme cold or hot conditions.) Frequent exposure to fumes, airborne particles, toxic or caustic chemicals, and dusty or greasy conditions. Frequent exposure to high levels of noise. Operate equipment and drive vehicles. Must lift and/or move up to 100 pounds.

COMPENSATION AND BENEFITS:

• Monday to Friday 7:00 a.m. to 3:30 p.m., on site
• Monday to Friday up to 40 hours per week. (Schedule to be determined.)
• Salary range: $19.19 - $38.74 (Starting wage is dependent on experience.)
